Back in 2015, the North Carolina General Assembly enacted legislation to move the state run Medicaid program from a fee-for-service model to a managed care model. Managed care is a value-based model – something we’ve talked about before – that basically restructures the financial incentives to the healthcare industry to reward positive health outcomes rather than simply providing more care.

UPDATE 6.25 -The Governor has now announced that the state will remain in Phase 2, and face coverings are mandated. On April 23rd, Governor Cooper announced that he would be extending until May 8 his March 27th executive order instructing North Carolinians to stay at home. Today, Cooper followed up on this to deliver some much needed positive news for the state: As of this coming Friday, May 8, at 5:00 pm the state will enter phase 1 of reopening.

UPDATE May 5 -: Governor Cooper has announced that North Carolina will enter phase 1 of reopening on Friday, May 8 at 5:00 pm. Yesterday, Governor Cooper announced that he was extending the state’s stay-at-home order until May 8, 2020 and offered some additional detail as to what reopening the state would look like.
